A handover should have a clear beginning and end.
From school to after-school care, from an activity provider back to the family, the system updates the responsible party only after both sides confirm. If the receiver does not arrive or verification fails, responsibility is never transferred automatically.

Quiet when things are normal; clear when they are not.
The system prioritizes reducing meaningless notifications. When the planned time passes, it first moves to "Needs confirmation", and only escalates to Emergency after a high risk is confirmed.
